About PAVFD

The History of the Pattison Area Volunteer Fire Department

In February 2001, three dedicated Pattison residents—Billy Stark, Hollis Ulbricht, and Claude Fernandez—took action to found the Pattison Area Volunteer Fire Department (PAVFD). They saw rapid growth in the community outpacing fire protection, resulting in some of the highest homeowners' insurance rates in Texas.

When efforts to add a station through the Brookshire Volunteer Fire Department fell short, the founders rallied local support for an independent volunteer department. Local CPA Darleen St. Jean generously handled the nonprofit paperwork, and HDH Instruments provided the first donation of $500 to cover IRS filing fees.

A balanced board was formed with three firefighters and three community members: President Hollis Ulbricht, Vice President Billy Stark, Treasurer Claude Fernandez, Secretary Lillian Williams, and Directors B.K. Watson and Matt Kent.

Officially chartered on June 27, 2001, PAVFD received strong backing from the Pattison City Council, which contributed $58,000 toward equipment. A demo fire truck was financed for $132,000 and initially parked at Hollis Ulbricht’s home until a station could be established.

The department went operational on September 28, 2001, with dispatch handled by the Waller County Sheriff's Office. The very first call came at 4:00 a.m. on October 4—a trailer home fire. By the end of 2001, PAVFD had proudly responded to 15 calls, marking the beginning of dedicated service to the community.
